why put grip shifters on kids mountain bikes ?

I have 2 boys 8 years riding bikes specialized hot rocks, paddle shifters and can not shift up 2d and 1st. any suggestions.

Not much info, I'll take a stab at it. 1st Grip Shift works very well. The most common reason not to pass the first is too much slack rope. Shift the bike to the highest gear (smallest sprocket at the rear) Check the cable, it is very likely lose.
