any chance of me fitting this bike?

Landrover City Elite is the name of it. Firstly, I think its either mens or unisex (can not find anywhere online) and the frame is 18 "on standard 26" wheels. This is an issue, which is a major reason for it.

You should be able to ride him. For a hybrid bike you want a frame that is about 65% of the length of your inseam. 28 = 18.2 inches 29 inches = 18.75 so that should get a test ride you say with certainty.
